II. Executive Summary

Saipal Development Society (SDS) has been implementing a project, with support from World Education, entitled “Early Grade Reading Program” (EGRP) funded by the WFP. The main thrust of the EGRP project is to improve the basic reading skill of Grade 1-3 students of school feeding program implemented school in the district.

SDS conduct the vacancy of 34 Reading Motivator, 2 program officer 1 Admin and finance officer and 1 coordinator in total 38 person in July 12, 2015. Application received and conduct the examination of applicants, post the successful candidate result in August 1. 11 members team(7 RPs, 4 NGO person) participate in TOT in Dadeldhura. District level orientation was held on August 21, where all of the district stakeholder was participated on the orientation including DOE, CDO, political parties representative and journalist. The vision of the project make clear during the orientation. 5 days Early Grade Reading teachers training was conducted from August 28, 2015 to October 14, 2015 in 20 Resource Centre. 604(208 female 396 male) teachers were participated on the training. 235 set teaching materials is distributed recently after complete the training. Institutional monitoring was done in Maulali, Melbisauna, Byasi, Kadel, Chaudhari, Kaphalseri, Banjh, Luyata, Sunkuda, Khiratadi, Dahabagar, Surma VDCs. Parent engagement and raising awareness of education meeting was completed in every school on the presence of SMC, PTA, students, teachers and parents. Head teacher orientation was done in 12 RC of Bajhang from December 14 to December 20, 2015. 207 (40 female and 167 male) head teacher were participated.

As the next steps, the following key tasks will be accomplished by SDS in 2016

  • Baseline survey will be completed after successfully installation of the EGRA software.

  • Monthly meeting and discussion among SMC, PTA, HT, students, teachers and parents regarding EGR program.

  • Follow-up the School and teacher about lunching the EGR program

  • Formation of the Mother group in the school so that mother group can help their child to promote reading skill at the home.

  • Continue tracking of progress against indictors and continue measuring results of each outputs and document progress and evidences

III. Purpose and New Developments

Early Grade Reading Program maintain the good relationship on the community. The congratulation letter to the student, the letter to their parents improve the relationship with school staff. Parents start to look after their child, they care on their child’s reading activities. Bhagawati Pra V where EGR program is not implemented, apply EGR technique for teaching learning activities after the field visit of the school of the coordinator. The school head sir demand for training and materials also.

IV.Key Partnerships

District Education office , RPs of every Resource centre established the good partnership to implemented the EGR program. Every School where EGR program is lunching are making a link of EGR materials and Nepal Government’s text book of particulars class.

Teachers are able to make meaningful participation of all student inside the classroom by classified the level. The teacher taught the student all 4 language skill of language that are reading, writing, speaking and listening after they took the training.

All 235 school of Bajhang district got the Teaching materials. The teachers able to teach the student with practically. chamatkari ball, Khel patti provide increase the students interest by playing game . Every student are engaging on their respective teaching materials which are classified by 6 different colour .

After complete the training, SDS organized 235 refreshment cost meeting at every school. There was huge participation of SMC, PTA, parents, students and teachers became aware about the EGR program in the local level structure.

Head teacher orientation was done in 12 RC of Bajhang from December 14 to December 20, 2015. 207 (167 male and 40 female) head teacher were participated. on the orientation how the program was done, the achievements, chalange and suggestion was collected from the headsir.

VI. Activities Completed

Activity no. 1 Announced Vacancy

SDS conduct the vacancy of 34 Reading Motivator, 2 program officer 1 Admin and finance officer and 1 coordinator in total 38 person in July 12, 2015. Application received and conduct the examination of applicants, post the successful candidate result in August 1.The representative of District Education office and District Development office were also in examination selection committee.

Activity no. 2

EGR TOT

11 members team(7 RPs, 4 NGO person) participate in 7 days Early Grade Reading TOT in Dadeldhura. The trainer (RPs) who took the taught in Dadeldhura facilitation on the training. The RPs make understanding the each and every thing during the EGR training later.

Activity no. 3

District level orientation

District level orientation was held on August 21, where all of the district stakeholder was participated on the orientation including DEO, CDO, political parties representative and journalist. The vision of the project make clear during the orientation. Ex- Districtrict Education Officer Mr. Motilal Sharma, Chief District Officer Mr. Hiralal Chaudhari keep well wishes of the project and be ready always to improve the education status of the district by making coordination and linkage with the NGO and INGO education based project .

Activity no. 4

5 days Early Grade Reading Teachers Training program

5 days Early Grade Reading teachers training was conducted from August 28, 2015 to October 14, 2015 in 20 Resource Centre. 604(208 female and 396 male) teachers were participated on the training. (EGR Trained teacher name list, Bajhang District) 235 school were involved in the training. In the context of Bajhang district, the student who is studying in class 3 but can’t recognize the alphabet and numbers. only few students are active in the classroom . To demolish the above maintain problem, Early Grade Reading teacher training program brought the new idea of level determination of every student and teach according to level . All 235 School have apply this technique. After complete the training, the teachers have been improving the skill to teach and ability to properly assess student progress. The student reading and comprehension skill is increasing. The story book, Poem, Child song, Chamatkari ball, sponge letter, Khel patti are increasing the efficiency of the EGR program. This is the primitive stage, but it look to work properly. The teachers who have worry about how to pass the 45 minuet time inside the class room are feeling lack of time now a days. The surrounding school where EGR is not implemented have a demand of it’s training and materials.

Teaching materials distributed

All 235 school of Bajhang district got the Teaching materials. The teachers able to teach the student with practically. chamatkari ball, Khel patti provide increase the students interest by playing game . Every student are engaging on their respective teaching materials which are classified by 6 different colour . The student read the story book and get the moral lesson in their family and community. students enjoy playing the ball altogether recognize the letter, increase the word power, make simple sentence etc. All the teaching materials are appropriate in the context of Bajhang district.

Activity no.6

Parent engagement and raising awareness of education meeting.

After complete the training, SDS organized 235 Parental engagement meetings. 7372 person were participant on the meeting among them 2192 were female participants. SMC, PTA, parents, students and teachers became aware about the EGR program. The parents became active. Mothers visit once or twice in the school yard to know the status of her son /daughter. SDS found the increased engagement with the parental community attention to promote a culture of reading, improved school attendance, and increased teacher accountability in the classroom.

Head Teachers orientations

Head teacher orientation was done in 12 RC of Bajhang from December 14 to December 20, 2015. 207 (167 male and 40 female) head teacher were participated. on the orientation how the program was done. The achievement, chalange and suggestion was collected from the headsir. All head teachers make commitment to send their teachers in the classroom with teaching materials fill up tray which EGR provided them. The problem is most of the teachers get trained but are not applying their skill and knowledge in the class room. Head sir commit, this thing is not repeated any more.

VII. Challenges and Lessons learned

Challenges

  • Monitoring to all VDCs and school is quite difficult because of the Geographical remoteness and no road network coverage

  • Gender and cast discrimination is still in practice in some part of the district which hinders to work frequently to the staff.

  • EGR staff don’t show the appropriate attention due to their low salary and regularly increasing the cost price of the goods.

Lessons learned

  • If the teacher enter in to the classroom with teaching materials and lesson plan, student can learn faster and pay proper attention inside the classroom.

  • It is better to teach students according to their level.

VIII. Monitoring & Evaluation

During this half yearly period, EGR coordinator Mr. Krishna Raj Regmi, program officer Mr. Ain Bahadur Rokaya and Ms. Sandhya Rasaili went to the monitoring on some VDCs like Chaudhari, Maulali, Melbisauna,Luyata, Kadel, Byasi, surma, Khiratadi, Dahabagar, kaphalseri, Bhairabnath, Sunkuda, Banjh). The major finding of the monitoring are:

  • Every student are engage in the teaching materials.

  • some student who were mostly absent at the school, start to present regularly.

  • parents are active than before especially in Kaphalseri and Athpali VDCs on their child education.

  • Teachers are applying the technique of EGR program inside the classroom.

IX. Project Management

The board member of the SDS, World Education Program Officer Mr Krishna Bahadur Bohora, 5 member advising committee, account committee, EGR coordinator Mr. Krishna Raj Regmi , both POs Mr . Ain Bahadur Rokaya and Ms. Sandhaya Rasaili, all 34 Reading Motivator effectively involved in project management. All of us increase the coordination and linkage with district level and VDC level stakeholders for management of the project.

X. Financial Report

SDS Bajhang spent NRs. 65,57,283.78 (Sixty Five Lakh Fifty Seven Thousand Two Hundred Eighty Three Rupees and Seventy Eight Paisa only) as of 31st December, 2015 out of authorise amount NRs 78,09,937.00 (Seventy Eight Lakh Nine Thousand Nine Hundred Thirty Seven only). Release amount is NRs. 67,81,484.04 and balance amount is NRs 2,24,200.26.
